With the rapid development of economy and the pace of city construction, the problems of land resources in China become increasingly prominent. By the end of2012, the national per capita cultivated land is only0.09hectares, less than the world level1/2, and Low-yielding fields accounts for the proportion of70%for the total area of arable land. Land resources, especially arable land resources are very crucial for the protection of a national food security and promoting economic development. It’s the new situation and new requirements for the land and resources which carries out the comprehensive improvement of rural land vigorously, implements the most stringent farmland protection system and the most stringent land conservation system, promotes the construction of new socialist countryside and urban and rural development actively. Land remediation work with which the land consolidation scope and connotation profound changes has been very urgent.In this paper on which based the land-use change survey data in Huaying City2010, combined with the second national land survey results, analyses the current situation of land utilization of Huaying City.I make a study on the potentiality for the rural soil of Huaying City land consolidation with the methods of literature analysis, hierarchy analysis, qualitative and quantitative analysis.Research results show that the city remediated8578.43hectares of agricultural land and supplemented770.44hectares of additional land. It increases arable land mainly in Yanghe town, Mingyue town and Lushi town. Guanyinxi town and Xikou town have the first potential level, Qinghua town has the second potential level; The remediation potentiality of the rural settlements for which is too large per capita residential land in the area is calculated by per capita construction land law. Remediation rural construction land area is1804.62hectares, and saves construction land898.20hectares. Mainly in Mingyue town, Yanghe town and Qinghua Town, has more than100hectares of remediation potential;The reclamation potential for the development of unused hilly slope land and abandoned mining land can be added arable land120.00hectares and1199.52hectares respectively.Through the summarization on which based the research for the potential for land remediation by scholars and in combination with the local actual situation, I build a land remediation potential evaluation system that makes the estimation and benefit analysis on potential of rural land remediation for the city. The analysis shows that there is a lot of potential for remediation in Hualong street office, Lushi Town, Mingyue town, Yanghe town, Guanyinxi Town, Xikou town and QingHua town. According to the forecasts, Huaying City will get investment cost on which is new arable land back in6-7years.According to the analysis results, combined with ecological core grain-producing areas and mountainous area construction in Huaying city, on the basis of protecting and improving the ecological environment of the region, the relative concentration of the distribution, regulation of land types and the limiting factor is relatively consistent, I develop the planning scheme.The planning scheme divides Huaying city into three potential functional areas:basic farmland, grain reserve production and the ecological mountain tourism. It’s initially identified that there are24key projects by three levels of investments from provincial, municipal, county-level, and remediation size is1396hectares,656.08hectares and7766.89hectares respectively.
