Professional and technical personnel is the core part of enterprise personnel. They are the valuableresource for business and technology. They tend to have a high quality, high capacity and technicalexpertise, and the value they created is often difficult to replicate and constantly updated. Their ability andperformance will determine the core competitiveness and efficiency of company. Various factors togetherconstitute the organic whole of the business environment for the development of professional and technicalpersonnel. Various factors promote or hinder the development of professional and technical personnelthrough the impact on perception and behavior of the professional and technical personnel. Professionaland technical personnel affect the achievement of corporate goals, they are also the backbone of thecountry’s talent. They are the common concern in today’s society, and the focus is how to improve andpromote the development of they. From the practical needs of how to improve the environment for thedevelopment of professional and technical personnel actively thinking.Follow the laws of the development of professional and technical personnel of enterprises, accordingto the actual situation analysis, using of professional and technical personnel perceive their owndevelopment factors, Articles in the form of a questionnaire for identification and verification ofenvironmental factors on their development, and then come to an index system of professional andtechnical talent development environment for enterprise factors. The index system consists of three levelsof corporate culture environment, work-based environment, research and development environment,personnel institutional environment, policy environment, living environment of the six dimensions of24Refinement of factors, making a stronger conclusion applicability.The use of proceeds from the index system, the establishment of AHP model, considering managementadvice and psychology experts in related fields and empirical data of previous studies, the importance ofthe judgment matrix obtained. Then by calculating the weight of each factor, the factors of importance toqualitative conclusions reflected in quantitative form. According to a major factor in the small right targetedoptimization principles and proposals put forward business environment for the development ofprofessional and technical personnel. The main focus of the internal environment by optimizing research and development environment, setting reasonable pay and benefits structure, establish and improve thetraining system, establish a scientific performance appraisal system, and optimize enterprise basis for thework environment and to shape positive corporate culture to improve the environment and the externalenvironment is mainly professional technical talent recognition awards policies, improve the overallenvironment of professional and technical personnel to increase government policy on professional andtechnical personnel training efforts and create a good living environment to improve, for the training ofprofessional and technical personnel to provide direction and guidance.
