In recent years, the coal industry presented a bleak picture influenced by the grim macroeconomic trend. Many coal enterprises suffer from relatively substantial losses. the drawbacks of traditional management model is gradually exposed, and internal management issues of the old mining become more and more pronounced. Although the company has been committed to follow the advanced management concept and management pattern, but the introduction and application of key performance appraisal system does not give full play to the role of state-owned coal enterprises. How to break the long-term impact of the traditional system, use of performance appraisal system to improve the internal management structure and improve the production management status is worth studying for the enterprise managers.The article analysis of the implementation of the problems with MC coal Mine of ZHENGMEI Group in the current performance appraisal system. Based on the theory and practice, the article analyzes the performance appraisal index system of coal mine in order to give the optimization design for the development of coal mine and practical of the performance appraisal system.Re-evaluation index set according to the particularity of the coal industry trades, in accordance with the principles of performance appraisal system design, in reference to the existing index system, this paper mainly from the three aspects: department, team, grass-roots staff of the enterprise strategic target layers of broken down into specific, operational objectives, on the basis of job analysis to extract the key performance indicators (KPI) on the level of each assessment, and suggested that the distribution of index weights are using analytic hierarchy process (AHP). And using a full range of assessment assessed to ensure fair objectivity. Evaluation results, Optimization scheme involved in the assessment results of feedback and complaint, and corresponding security measures of the system construction, in order to make the whole testing process of forming dynamic mode of circulation adjustment, constantly improving the performance appraisal system, enhance the level of enterprise performance management, and achieve the goal of enterprise development strategy. In the group has some enterprise, which faced the similar problems with the MC coal mine.The achievements inspection optimization suggestion through this article in order to be able to plays the beneficial inspiration role in the same characteristic, when those enterprises in the reform of optimization, this article has the certain practical reference significance.
