| The Zhoushan testing center for quality and technical supervision is an institute that assume product quality testing , measurement appliance examination and calibration . The center originally undertook some works issued from government that must be monitoring tested and compulsorily examined.But,with the development of market economy in China and the deepening of institute reformation ,the center have confronted drastic compitition. At present , it would be existing difficulty in performance management due to the greate difference in organization ,personnel structure,affair.So it would be needed to seek grounds from the theory and obtain the scientific solution.Under the guidance of the performance management theory,according to the test center for quality and technical supervision in Zhoushan municipality as research object,This article constructs the service department performance management system through using the method of the empirical analysis and combining the advantages of KPI(Key performance Indicator),Goal Manage,360 Degree Feedback and Key Event through the analysis of test center task and setting the performance goal and the assessment principle.The article redesigned performance management system of the test center to solve problems that the center are facing with,such as brain drain,low working enthusiasm of staff,low quality of overall skills for employees,to improve the staff and to boost healthy,stable and rapid development for the center. |
