Analysis of the industry shows that at present the main problems of development is unsustainable, a slowdown in the previous years, the decline in the production of key performance indicators, the slow improvement in the structure of industrial production and exports, a good physical and moral depreciation of fixed assets, high costs resources. But the main constraint to industrial growth and positive structural changes is the low competitiveness of domestic products. This is due, primarily, low investment and innovative activity in the industry.Solving these problems requires an industrial policy aimed at enhancing investment and innovation, modernization of equipment, introduction of new and evolving technologies, enhance efficiency and competitiveness of the industry of Kazakhstan on the basis of transition to innovative development.Based on economic theories and methods, the thesis initially presents a general review of empirically experimental results of industrial upgrade and innovative development from scholars in Kazakhstan and other countries. Then it comes to illustrate the Kazakhstan industrial development situation and the strategic guideline in next50years. According to the present situation and data, only by implementing reinforcement and making appropriate plans, can the innovative development of the present Kazakhstan industries be pushed up onto a brand new stage. Besides, the thesis also introduces to us the theories and the basic method framework of industrial innovative development.
