As we all know, China is a maritime power. So we clearly put forward thetarget to construct the “grand sea power”. As a result, the coastal provinces and citiesregard the marine economic development as an important way to achieve economicdevelopment and industrial structure optimization so that they set up all kinds ofmarine economic zones as soon as they can.
