In the modern corporation development, people have the consensus that thecomputation of different corporation is the computation of talents. Just as the sayingfrom Peters Thomas J., the famous American management guru, the people is the onlyreal resource in enterprise, the management is to develop human resource adequatelyto do the job better. The employees are the real blood of the enterprise, which canmake your enterprise successful, or make your enterprise a failure. However, lots ofcompanies meet the dilemma, no talents and overstaffing. Of course, this problem iscaused by many elements, while the key aspect is that there is no complete humanresource developing and training system, so the potentiality of employees cannot bedeveloped and no talents echelon is built for the survival of the fittest.Concerning the significance of the problem, more and more enterprisers treat theleadership or the successor training as the most serious challenge for the next fewyears. And then, training appears more and more in the enterprise management, butwhat the result of the training? According to the several years’ human resourceexperiences of the author and the deep investigate,80%and more enterprises in Chinatreat training as a psychological burden. Almost all the leaderships approve theimportance of training, but few of them approve the performance of it. Therefore thetraining organizers full into an awkward, on the one hand, the training cost remainshigh, one the other, lots of the trainees refuse to attend the courses with all kinds ofreason, even some senior managers doubt the balance between the cost and result.This awkward is firstly caused the professional ability of the training organizer,because each training is composed of several aspects, including, training demandsanalysis, training courses development, trainers selection, teaching methods, trainingevaluation etc., any aspect can make the training an incomplete work, and that is theproblem in most companies nowadays in China. And the problem is, even though every aspect is well concerned, it just makes a single training better, the real trainingshould not be the disorganized courses, but a whole system, which has a main line,and the main line runs though the whole training activities, makes the training moreeffective.Nowadays the most scholars in China are mainly focusing on diagnosis andanalysis of training problems, few of them research in training system based on somemain line, such as, the training system based on the competency model, in my opinion,training is an important part of human recourse management, and it is the significanttool for the business management, therefore, it should service on the strategic needsfirst, and any enterprise has the same strategic need is talents, especially the echelonstyle talents, thus the training system based on talents echelon will make theenterprise from good to great.
