Thoughts and methods of the performance management is the numerous enterprises used worldwide. Chinese enterprises have paid more attention to it. During long time exploration and practice,Chinese enterprises have established a more suitable for the enterprise performance management system and gradually became China enterprise important management system as the world class competitiveness.At present China power industry will face the transformation of policy and market, the industry will have to adapt to the requirements of China’s economic transformation, structural adjustment, transformation and upgrade, realize "Four transformations". Operation Department as an important production sector power plant enterprises should timely to adapt to the establishment of performance management system, makeing the performance management to better adapt to the requirements of the development of the enterprises.In this paper, it describes the theory and development of performance management, characteristics of the performance management system, the KPI index assessment system and application scope. On the theoretical basis, for example the Z power plant, it studys on the characteristics of the object and job functions, combines with the KPI evaluation index system, sets up a more for the study of the evaluation index system. It adjusts the human resource system, reward system, internal training, develop a targeted, more effective performance management system.After the establishment of a more comprehensive departmental performance management system be implemented to empirical analysis, obtained through the implementation of the KPI evaluation system based performance management system, a more realistic management programs, performance of work in the sector has greatly improved conclusion. Further confirmed by the actual combination of corporate and departmental performance management system can significantly improve the overall level of departments, mobilize the enthusiasm of employees, thus contributing to the sound development department. Finally, through a series of processes described above, are summarized in the formulation and implementation of the processing performance management system needs to pay attention to the problems and solutions.
