In recent years, the increasingly fierce market competition makes companies had to outsource some of its non-core businesses and focus on developing the core competitiveness. Among the company’s outsourcing business the most common one is logistics business outsourcing, which prompted third-party logistics companies’produce, which is a special provider of logistics services. However, the unreasonable management make the3PL company inefficiency, wasted, therefore, business process optimization become a very important and critical problem third-party logistics enterprises facing now. According to the theory of value engineering, there are logistics efficiency contradiction phenomenon in logistics system, the most obvious one is the contrariety between logistics functions and input cost. Therefore, the essence of3PL enterprise value chain optimization is minimal investment for maximum logistics value output, making the maximum ratio of logistics output to logistics input.This paper uses the theory with actual research method, quantitative combined with qualitative analysis research method, systems analysis, and project analysis method, a variety of research methods combined makes the results more convincing. Based on Porter’s traditional value chain model, this paper proposed a third-party logistics enterprise value chain model and analyze the basic logistics activities and its’support logistics of the enterprises’logistics value chain. With the value chain optimization theory of value engineering and fuzzy linear programming method, paper carry out A tobacco logistics distribution center modeling analysis, including construction of the logistics value chain analysis model and optimization model, from process optimization and input optimization two dimensions make distribution center study. By comparing the distribution center status value stream map and optimization value stream map, and calculating the cash flow, to make optimization assessment analysis, further, restructure the after optimization value chain, what’s more, by using fuzzy comprehensive evaluation method to analysis of the effect of the logistics value chain optimization, and ultimately optimize business processes.This paper mainly have two aspects of innovations, firstly research methods innovation, mostly existing theoretical results about logistics value chain optimization are just using qualitative methods but this article evaluate the value chain optimization results from a quantitative point, it is easier to define and science compared to the previous single qualitative method. In addition, the paper introduce the theory of human factors engineering into value chain optimization process, emphasis that we should consider the employees’physiological and psychological needs when maximizing the value output of the value chain, in order to stimulate their enthusiasm, and mobilize their enthusiasm of work. Through analysis this study drew two ways to optimize the logistics value chain, that is, investment optimization and logistics process optimization about the links of logistics activities. the logistics value chain optimization models and methods this paper draw will have a very strong role in guiding and reference value to third-party logistics business process optimization.
