The contradiction between electricity supply and electricity demand becomes more and more serious with the rapid development of economy and the continuous increase of electricity consumption. The blindness of increasing installed capacity in order to meet the electricity demand in the peak time has no doubt to waste the energy and aggravate users’burden, which presents a new problem to the smart grid. In recent years, electricity demand side management has recevieved more and more attention. Demand response, as one of the solutions in electricity demand side management, plays an more and more important role in the stable operation of power grid and the control of price ascension.In the reform of power market, demand response could in a certain extent schedule the power in a scientific way and balance the electricity supply and demand. The improvement of response capacity of electricity demand on its price could be able to reduce users’electricity costs, cut down the electricity supply cost and the power load fluctuations. As a result, demand response effectively alleviates power shortages, improves the utilization of power resources, and get the purpose of reducing total cost, promoting the development and protection of the environment.Firstly, this paper thoroughly analyzes the related research of measures and development of demand response on the basis of reference on a large number of literature and domestic and foreign research, summerizes the specific development tedency of demand response, and makes discussion and analysis on the current status of electricity consumption and demand in our country. Secondly, the paper points out the urgency and necessity of demand response impletation in China, introduces the background and meaning of demand side management, the concept, participants, measures and implementation process of demand response, and describes the evaluation methods of demand response benefits in detail.On the basis of the work above, Time-of-Use(TOU) pricing is put forward, so as to the peak and valley hours dipartition and the necessity of users’baseline load before TOU on the point of users demand response. The calculation model of users’baseline load before TOU, the calculation model of users’power load during TOU and the effect calculation model of demand response on the basis of TOU are respectively established, which estimate and solve the effects of demand response on the basis of TOU from the benefits of users, electricity grid and environment. Then, through the calculation of a practical example, the effectiveness and feasibility of the model are demonstrated.The specific implementation and development of demand response measures are still in its infancy now, which need a lot of basic work on the measurement. The research in this paper could calculate the power load before and after the demand response measures and estimate the effects, which has certain value to the research and implementation of demand response, and gives strong support and help to the research of demand response measures.
