Chinese seamless pipe is blocked by USA government due to high import tarrif imposed by USA seamless manufactuers and steel union against seamless pipes made in China in2009. TPCO enjoy a great market share in USA and good profit in terms of seamless pipes before.USA has huge demand for seamless pipes with strict technical requirement. TPCO already has a world-class seamless pipes production enterprise development foundation and strength, but because of the production bases are concentrated in the country, it’s far away from the international market and customers. Compared with the same industry who is the leading companies in the international market, there is a big gap between the international market control aspects. To avoid the high tax rate, enjoy the profits in the United Statesseamless pipe markte, TPCO must develop a new strategy, through the construction of the whole process seamless steel pipe plant in the United States, the implementation of local management. Therefore, we must have effective marketing strategies to ensure TPCO successfully enter the U.S. market.Based on the theory of4P marketing, This paper tries to find a marketing mix strategy that suitable TPCO American company’s by using the systems theory, analysising seamless steel industry by the U.S. external environment and competitor. The author analyses the U.S. macro business environment, industry development status and prospects, industry competitors, the potential competitors and alternative products by collecting, collating a large number of relevant data and information; Make sure where the TPCO is in development situation by STP analysis, then put forward the development strategy that TPCO should be taken; The author analyses customer buying behavior in the U.S. steel market and marketing theory is used in the paper to get a research results which is good for TPCO development, so the TPCO can based firm and grow in the highly competitive U.S. industry seamless steel. In order to make sure that marketing mix strategy can be successfully implementated, the paper give some advices to the construction sector organizations, market analysis, deepen customer management and make recommendations to improve aspects of the service system.
