Aquaculture is an important industry to solve the farmers nearby employment, get rich, bears provide humanity protein rich food basket, adjust the structure of the important role of public catering."Twelve Five" period is a crucial period for building a moderately prosperous society, deepening reform and opening up, accelerate the transformation of economic development in the crucial period, but also to accelerate the strategic opportunities of modern aquaculture construction. To clear the "Twelfth Five-Year" period of Hunan aquaculture development ideas, strategic objectives and major tasks, and promote sound and rapid economic development of aquaculture, according to the "Economic and Social Development Twelfth Five-Year Plan" and the " national agricultural and rural economic development Twelfth Five-Year Plan "and the" National Aquaculture Development Twelfth Five-Year Plan ", by combining the actual situation in the province of Hunan, formulated the" Twelfth aquaculture development in Hunan five-year plan." In this paper, the advantages and bottlenecks as well as comparative analysis of content planning studies with aquaculture development in Hunan Province and the current implementation, and provide some suggestions for the development of Hunan future aquaculture development and planning.Hunan Province has abundant water resources, the development of modern aquaculture provides fertile soil. Residents of Hunan consumption levels continue to increase, but not a high level of consumption of aquatic products, seafood consumption is mainly based on general type fish consumption, less upscale seafood consumption. Compared to other developed areas, the level of fish consumption in Hunan far behind. This paper studies using a variety of methods, including: quantitative research and evaluation methods combining comparative study, document analysis and the establishment of relevant mathematical models to study the implementation of Hunan aquaculture planning. However, to solve practical problems, we should follow the direction of the major academic research, the process of the implementation of the planning and implementation mechanisms as a starting point, in-depth analysis of some of the gaps and problems. The author comparative study of planning and implementation, several questions come to exist in Hunan aquaculture development:the contradiction between aquaculture development and the resource constraints; lack of investment in the province for aquaculture, general poor facilities; industry bodies unreasonable degree of industrialization is not high; brand building influential enough, leading enterprises scarce; service system is not perfect. Finally, this study suggests that:development of aquaculture development planning can effectively promote the development of the industry; implementation of aquaculture development plan is an important way to the development of aquaculture.
