Study Of Aquaculture Socialization Service System Construction Of Yongji City In Shanxi Province

Communist party’s 18th national congress pointed out:"we should strengthens the social management and improve the basic public service system to further promote the building of a harmonious socialist society based on maintaining the fundamental interests of the people of this starting point."Building and perfecting agriculture socialization service system is a realistic choice to promote the development of modern agriculture. As the main part of the modern agricultural structure system, the aquaculture industry is one of the important industry to promote the development of agricultural economy, increasing the income of farmers. Therefore, the in-depth study and exploration of the characteristics of local aquaculture socialization service system has the realistic significance to the establishment of new agricultural social service system and the construction of comparatively well-off society.In this paper, we used the method of combining literature research and documents analysis to study the domestic and foreign basic theory related to agricultural social service division, selection and transaction costs based on the practical problems of the aquaculture socialization service system construction of Yongji city in Shanxi province. Using the method of combining investigation and factor analysis to in-depth analysis a series problems of the construction of aquaculture in the socialized service system of Yongji city, such as, the development status, the restricting factors, input mechanism, the development space and so on; On this basis, this article used the method of combining system analysis and empirical research to initially proposed the basic strategies of constructing service system of aquaculture society in Yongji city:1.Constructing the production and marketing system scientifically and encouraging multi agent to participate in social service;2.Strengthen the collective economy of villages and improving the ability of social service;3.Optmizing product structure and improving the farmers demand expression mechanism;4.Strengthen infrastructure construction and tamping the foundation of economic and social development;5.Improving the scientific management system and improving the overall economic and social benefits;6.Sounding financial insurance mechanism to ensure the sustainable development of social service. Research shows that, the construction of aquaculture socialized service system in Yongji city is a complex system engineering, it needs the support of policy, system, science and technology, it needs the vigorously support of human, material and financial resources, and it also needs the collaboration of government, department and team.
