Shandong is a province with large cotton-producing in our country. It have went throughmore than700years of planting history, and it also have been our country’s traditional cottonregion. It was glory period of cotton-producing in Shandong province that the years Duringthe early1980s to90s. During more that a decade, the annual average planting area was about1.3million hectares, and annual output was about one million tons, the area and output was aquarter of our country. Although Shandong province’s status in cotton-producing declined inrecent years, the total output and the unit output have been comfortably in the top five in ourcountry. Shandong’s cotton-producing has a huge impact on farmers’ income and thedevelopment of economy.Cotton production in Shandong province had been in the midst of an obvious fluctuationduring the late1980s due to the policy and the influence of factors such as natural disasters.The price and the total output were ups and downs in large, and there had alternately appearedhard selling and buying cotton. Huge fluctuations was in cotton prices, production, and supplyand demand, which had adversely affected for cotton producers, operators, consumers andnational finance.In this paper, following are the content structure:(1)The first part is the introduction of this paper. This part mainly introduces thecotton-producing volatility in Shandong province including research background, purpose andsignificance. Then introducing the research reviewing of cotton researches both at home andabroad and the article’s research contents, technical path and so on. Finally putting forwardshortcomings in the course of research.(2)The second part, including chapter two and three in this paper. This part firstlydiscusses related concepts and theoretical basis of cotton-producing. Then describing thefluctuation of cotton production in Shandong in the view of cotton-producing situation,cotton-producing fluctuation period and cotton-producing fluctuations in the empiricalanalysis. Finally, Summarizing the present situation of Shandong cotton-producing in recentdecades.(3)The third part is the fourth chapter of this paper. This part mainly analyzes theinfluencing factors of cotton-producing fluctuations in Shandong. First is policy factors, suchas: national cotton price, the regulating mechanism in the price of cotton, grain pricecomparison impact and national cotton inventory mechanism and so on. Second, theaccessing to the WTO impacts on cotton-producing in our country. Third is the characteristicof farmers’ own impact on cotton-producing. Forth, there are some other factors such as natural disasters, the total input of agricultural machinery,inputting labor, fertilizer and otherfactors.(4)The fourth part is the fifth and six chapter of this paper. This part mainly puts forwardthe corresponding policies and suggestions based on analyzing the factors of cotton-producingfluctuations in Shandong in the third part. Firstly improving the related policies of cotton,establishing more open and complete cotton-circulating system, and implementing the targetprice of cotton subsidies. Secondly, under the WTO framework, making full use of thecomparative advantage of China’s textiles and international market to realize the balancebetween supply and demand of China’s cotton. Thirdly, increasing investment in science andtechnology constantly to improve the level of farmers’ planting, promoting new varieties ofcotton, improving the quality of cotton, strengthening technical training of farmers, promotinginterplanting and other efficient cultivation mode. Finally, this paper conducts summary ofcontent.
