"Strong agriculture creates strong China; beautiful countryside forms beautiful China; famers become rich, then China is truly rich." To solve the problem of "agriculture, countryside and farmers", is the key step to promote the "four modernizations sync" development, to build a moderately prosperous society, even an important prerequisite to achieve "China Dream". In recent years, party and state leaders always put how to solve the "agriculture, countryside, famer" issue on the work "top priority" status, only focus on the No.1document,"agriculture, countryside, famer" becomes the spotlight of consecutive eleven years, it is an important role in the period of socialist modernization.Development of agriculture, village prosperity, rich peasants, is inseparable from the financial support. Therefore, the key to solve the "agriculture, countryside, famer" issue is to solve the problems of village finance. At present, Chinese village finance major problems exist in financial institutions and the presence of low coverage of financial services, sole financial products, inadequate funding agriculture and other issues, it is difficult to meet the financial needs of the " agriculture, countryside, famer" development. Meanwhile, the National Bureau of Statistics released information indicating that the next six years, the new village construction funds will need to add about15trillion of the total demand. The huge demand for village financial services and capital, and the insufficient supply of village financial situation, forming a huge contradiction. However, the emergence and development of rural banks and other new financial institutions make this problem becomes a bright future, as new village financial institutions encourage and support the country’s main force, rural banks play an important role, it will fill the gaps in village financial institutions, meet the village demand for financial services, increase the "agriculture, countryside, famer" money supply, build competitive aspects of village financial markets.Heilongjiang is a large agricultural province in China, has unique natural resources, however, the lack of village funds highly constrained the "agriculture, countryside, famer" development. In order to build the agriculture and village development to adapt to modern village financial system, Heilongjiang province began to set up rural banks from2008, by the end of2012, it has opened22rural banks. Since the formation of rural bank of Heilongjiang province, they have made a contribution to an increase in the "agriculture, countryside, famer" financial service supply, and other aspects of getting loans to ease farmers and small businesses. However, due to lack of time constraints and experience, the development of rural banks generated a number of issues, in order to achieve the original intention of the establishment of rural banks and help rural banks to develop and grow; it has important implications for the study of the problems of rural banks.Because the rural banks are not isolated, so the development of rural banks is affected by the constraints problems of themselves, and also influenced by many external factors. This paper starts from the current situation of the development of rural banks in Heilongjiang Province, analyzes and summarizes the problems affecting the development of rural banks themselves, and using the PEST analysis method to analyze the external factors which promote and restrict the development of rural banks from the four aspects of politics environment, economic environment, social environment and technical environment, and put forward countermeasures and suggestions according to the their own problems of rural banks and external factors, in order to provide reference for the development of rural banks.
