The Research On The Compensation Mechanism Of Land Requisition For Coal Resources Exploitation In Inner Mongolia

The rapid development of the industrial economy accelerates the growth of consumption of coal resources. Coal resource is abundant in our country and the storage area is concentrated. In recent years, with the government development policy of the "Coalfield, Coal-fired Electricity and Coal Chemical", Inner Mongolia which is one of the largest nation’s coal production base in supply and reserve has achieved rapid economic development in the region. However, with the constantly growing mining operations, land grabs of mining areas and migration began to happen frequently, social conflicts caused by that have also shown a significant growth trend.This essay regards the compensation mechanism for development of coal in Inner Mongolia as the investigable object, Zalainuoer, Xilinhot and Zhungeer as the typical research object and the theory of Value of Mineral Resources,the Distribution of Benefits and other theories as the guidance for this research, combined with the policies and regulations, analyses the game behavior of different interest subjects in the compensate.To achieve the optimization of compensation mechanism for coal development, its foundation is to resolve the contradiction between duality of land resources and combination of mineral resources; Second, the state should focus on the areas of underdeveloped areas solve practical problems through policy implementation; Third, government should play its leading and coordinating role in the whole process; Last, the compensation should actively follow the rules of market economy and grasp the differentiation, dynamic principle and pay attention to spread the concept of the "development facilitated".Through the study of the above consequence, combined with advanced methods and effective experience of this work in regions of Inner Mongolia, this essay regards coordinating interests balance of each stakeholder as breakthrough and refines social and economic regulations in production, consumption and compensation of coal resources and optimizes the existing mechanism, puts forward the corresponding policy suggestion and the feasibility for strengthening management of coal, reducing social contradictions, implementing sustainable development and constructing harmonious society.
