Study On The Transformation Of Government Functions In The Reform Of Income Distribution System

Current this paper argues that the core issue of the income distribution system reform is to solve the widening continually income gap problem caused by the unjust distribution of wealth and the irrational proportion of input and output factors, and the key to solve this problem is to promote the transform of government functions."Inclusive growth" as a new growth concept is being more and more attention, Its basic goal is that economic growth on the basis of the sustainable development and growth sharing on the basis of fairness and justice. This concept has the theoretical guiding significance to solve the transform of government functions in the reform of the income distribution system. So this paper will discuss the transformation of government functions problem in the reform of the income distribution system from the perspective of inclusive growth, which not only help to solve the reform of the income distribution system of equal opportunities, fair rules, the right to a fair and impartial distribution from the two layers of "participation" and "share", but also from the consciousness and value orientation provide a reference to realize social justice and build a harmonious society.On the present situation, literature review which studied the path and solutions of the reform of the income distribution system, and the reform of the income distribution system from the perspective of inclusive growth very more, but literature that based on the perspective of inclusive growth to discuss government functions transformation problem in the reform of the income distribution system is less, so this paper mainly researches based on the perspective of inclusive growth of government functions transformation problem that why government functions transform and how to improve the problem in the reform of the income distribution system. At the same time, this paper in the pursuit of freedom and equality in philosophy and ethics applies the theory of fairness and justice in inclusive growth, and attempts to set the reference for government functions transform problems in the reform of the income distribution providing new solutions. This is the innovation point in this paper.This paper on the basis of analysis carefully the three theoretical that the inclusive growth, the relationship between the government and the market,and the government and the market promote efficiency and fairness analyzes why we promote the transform of government functions in the reform of the income distribution system, and combs carefully government functions that exists many problems in the current reform of income distribution system. This paper mainly from the imbalance in the relationship between efficiency and fair practice, urban and rural public goods supply imbalance, the government appeared curing part functions and so on to illustrate the reasons for these problems. It requires us to address the widening income gap and the inequality distribution of wealth, would not simply only solve distribution problems, and more importantly, the transformation government functions.On top of from both concept and practice aspects state the inherent requirement of the inclusive growth in the income distribution system to the transformation of government functions. The author thinks that the goal of the government functions transformation is to build a public service-oriented government, the government should be "people-oriented" as the basic guiding ideology of inclusive growth, maintain the public interests as the starting point, provide the equalization of public service products, construct a fair and effective public service system, protect each social member’s job security, income safety, retirement security, establish the social vulnerable groups as the main service object of the social security system.
