Performance Evaluation Of Local Government’s Livelihood Budget Expenditures Based On DEA Model

With the livelihood issues drawing more and more attention, budget expenditure onlivelihood field grows year by year. Whether huge financial investment in terms ofimproving people’s livelihood is truly for it and people’s standard of living is reallyimproved, required to evaluate government’s budget performance. So, analysis thelivelihood budget’s situation and identify the problem, collect empirical data andanalysis and give suggests to improve budget performance is significance.This article gives an analysis for budget expenditure performance. First, itsummarizes the research achievements of scholars and related theories and concepts.Then, it summed up the present situation of livelihood expenditure performanceevaluation and reveal problems. On this basis, it makes31provinces asdecision-making unit and has an empirical evaluation from two dimensions of time andspace using DEA model.The results show:31provinces’ budget expenditure performance is different fromtime and space. That is to say that performance has a progress as whole, while differentprovinces has its own choristers as different input and management. Above that, thepaper analyzes the problems existent on government budget expenditure evaluation andgives the relevant policy recommendations.
