Research On The Evaluation And Optimization Of Project Expenditure Budget Performance Indicators Of Inner Mongolia S Administrative Unit

In the report of the Eighteenth National Congress of the Communist Party of China,it is pointed out that we must “innovate the administrative management methods and push forward the management of government performance”and stressed the importance of government performance management from the height of top-level design.In September,2018,the Central Committee of the Communist Party of China and the state council issued the No.34 Chinese Document [2018] “the opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Implementing the budget performance management”to point out the orientation for all levels of governments and departments to speed up pushing forward the reform of budget management mechanism and optimize financial resource allocation,enhance the quality and efficiency of public service and push forward the scientific development of local economy and society.The finance ministry of Inner Mongolia Autonomous Region had included the related contents of the performance index evaluation into the project expenditure budget work at the beginning of next year of the administrative units of the autonomous region on the same level according to the related requirements of finance ministry in 2016 and issued a series of the related documents to guide the budget performance management work and these marks that the performance management work of the budget has been comprehensively rolled out in the administrative institutions of our district.In the present,the focus points of budget performance management of administrative units of our district is the establishment of project expenditure budget management system while the performance index evaluation work of project expenditure budget is the foundation of the project expenditure budget performance management system and is also the cutting-in point of the work.Various units attach great importance to it and constantly accumulate the experiences in the work.A lot of problems also exist in them while they have made certain achievements.How to further develop,doing the work of project expenditure budget performance index evaluation of administrative units well and better integrating the budget performance management work into the practical work of administrative units really are worthy to be thought.The thesis takes the related work of the budget performance index setting and evaluation of project expenditure of S administrative unit as the focal point,adopts the methods to combine the theory discussion and case analysis and combine the text analysis and graphic assistance and combines the problems which exist in the project expenditure work of S administrative unit on the basis of summarizing the existing theory and practical experiences to undertake the deep analysis on the performance index setting and evaluation work and undertake the optimization research on the related work.At the same time the thesis combines the concrete cases to undertake the analysis and application and obtains the budget performance index evaluation work schemes of project expenditure of administrative units which boast certain practicability.The thesis hopes to solve the practical problems which exist in the unit project expenditure budget performance index setting and the evaluation work and standardize the budget execution and project expenditure performance management work through optimizing the budget performance index evaluation work of project expenditure of S administrative unit and also provides the beneficial references for the deep reform of the budget work of the autonomous region and further perfecting the project expenditure performance management system of administrative units and provides the thinking for the further exploration and innovation of the budget performance management system.
