| Arable land is not only the basis for rural economic development, but also a precious land resource.With the rapid development of China’s economy and the deepening of the process of urbanization, moreand more arable land is occupied by construction land, which makes arable land resource very tense. Arableland is not only the basis for the survival of farmers, but also a very important implication for the country’sfood security. The study of performance evaluation of arable land protection policy can determine whetherarable land protection policy is reasonable and efficient, which can provide suggestions for the relevantadministrative departments and local governments.By reading relevant references and books and based on the related theory, government regulation andmarket mechanisms are two aspects to evaluate farmland protection policy goals and select appropriateindicators to establish performance evaluation indicator system to protect farmland. Weights of variousindicators are determined by SPASS software and the total scores of farmland protection performanceevaluation in Zhoukou county area are calculated,and finally do the comparative analysis.By using principal component analysis method, performance of arable land protection in Zhoukou cityis evaluated. It’s trend is getting better and then becoming worse. From2002to2003, the total score offarmland protection in Zhoukou city declines rapidly, which indicates that the implementation of farmlandprotection in Zhoukou City in2003is not very good. The reason is that an advanced farmland protectionmechanism has not been established, government’s poor executive power and the reluctance of farmers’desire to protect arable land. From2003to2005, it shows a steady upward trend, suggesting that attentionbegan Zhoukou city pays attention to the implementation of farmland protection policy. Especially in2004,the State Council issued a notice that part of the land premium is used for agricultural land development.Zhoukou City responded positively and the government and farmers ’ enthusiasm to protect arable land isgreatly increasing. From2005to2007, it shows a sharp upward trend. In2005, the state made it clear thatfarmland protection compensation mechanism should be improved. Since2005, Zhoukou City began toimplement farmland protection compensation mechanism. Farmers’ enthusiasm to protect arable land hasbeen improved. From2007to2012, the total score of farmland protection performance of Zhoukou Citygradually increases and it shows a steady upward trend. It changes from0.0736in2007to0.9278in2012. In other words, after2005, farmland protection policy is gradually improving. Zhoukou City is payingmore and more attention to protecting arable land and the situation of farmland protection is getting better.By using principal component analysis method, the level of farmland protection performance ofcounties and districts within Zhoukou city in2005and2012are evaluated. The conclusions are as follows:The performance levels of counties and districts of Zhoukou city in2005are quite different, the orderof highest score to lowest score is: Chuanhui district (after mapping10/1.1498), ShenqiuCounty(9.1103/0.914), Shangshui county(7.9202/0.6007), Huaiyang County(5.9496/0.0803), Taikangcounty(4.9751/-0.1770),Luyi County(4.9157/-0.1922),Xiangcheng city (4.8786/-0.2025), Danchengcounty(3.9370/-0.4432), Xihua county (3.7365/-0.5041), Fugou county(1/-1.2267). Among them, Chuanhuidistrict, Shen Qiu County, Shangshui county are on the high level area and the farmland protectionperformance level is high; Huaiyang county is on the middle higher level area; middle lower level is5points: Taikang county, Luyi county, Xiangcheng county, Dancheng county, Xihua county, mainlydistributed in the northern part of the zone; Fugou county is in low level area. In space, it is divided intotwo sheet areas. The high level farmland protection performance are scattered in Zhoukou city, mainly inthe southwest and southeast of Zhoukou city, on both sides of the Xiangcheng city. There are few middlehigher level farmland protection performance counties and they are located in the middle of Zhoukou City.Farmland protection performance of lower-middle and low-level areas are mainly concentrated in thenorthwest, except for Xiangcheng city.The performance levels of counties and districts of Zhoukou city in2012are also quite different, theorder of highest score to lowest score is: Taikang county(after mapping10/0.8034), Dancheng conuty(8.3283/0.4063), Huaiyang county (7.6640/0.2485), Luyi county (7.3708/0.1788), Shangshuicounty(7.2743/0.1559), Shen Qiu county(7.1111/0.1172),Xihua county (6.6191/0.0003), Xiangchengcity(5.7167/-0.2141), fugou county(5.0944/-0.3619), Chuanhui district(1/-1.3345). According to theclassification standard, Taikang county, Dancheng county, Huaiyang county are at a high level; Luyi county,Shangshui county, Shenqiu county, Xihua county, Xiangcheng city, Fugou county are in the higher middlelevel area; Chuanhui district is in a low level area. In space, the level of farmland protection performancecan be divided into two regions, namely the northeast area and southwest area. In the northern area,Taikang county, Huaiyang county, Luyi county and Dancheng county have a high level of farmlandprotection performance and they are distributed in a more centralized area; In the southwest, Fugou county, Xihua county, Shangshui county, Xiangcheng city and Shenqiu county form a contiguous distribution areaand level of farmland protection performance is close. In addition, the level of Chuanhui district is thelowest, which forms a downwarped area between the two regions.By studying Zhoukou farmland protection policy performance and with the in-depth analysis andevaluation of the results, some measures are taken in order to improve the level of Zhoukou farmlandprotection policy: strengthening government oversight functions, improving enthusiasm of localgovernment’s protection of farmland; improving the quality of arable land, raising cropland productivitylevel; promoting development and reclamation of land consolidation to increase cultivated area;accelerating the pace of farmland protection legal system, strengthening farmland protection policy lawenforcement; promoting public participation; improving land use planning, strengthening land usemacro-control;paying attention to the scientific and technological means to protect farmland andstrengthening technology applience. |
