Since the1990s, in the third sector, which give priority to non-government organization andnon-profit organization, social enterprise has emerged and has rapid development, as a kind ofinnovative social organization, combining business and social value.It actively provides practical and effective public service in the employment ofdisadvantaged groups, community development, social needs, environmental protection, andmany other fields to address a range of social problems, winning extensive attention and supportof the western developed countries.Social enterprise is a social innovative form of corporate. They play an active role in theself-reliance of vulnerable groups, improving social equity and social inclusion, providingeffective public services. It will become an important mechanism and mode to solve socialproblems and promote social harmonious and orderly development.In view of social enterprises in China is still in the exploratory stage, this paper studies thedevelopment of social enterprises in the perspective of institutionalized,focusing on the dilemmaand countermeasures of its institutional development.It is facing the dilemma of institutional barriers, system deficiencies and etc. And thefollowing measures are useful to promote social enterprise to better institutional direction andplay a greater social benefit.1.Breaking through policy barriers and building a diversified social support system.2.Strengthening the capacity of social enterprises and promoting social enterprises toparticipate in market competition and the ability to provide services.3.Establishing a scientific and systematic evaluation and measurement mechanism andguaranteeing the public welfare of social enterprise.4.Cultivating and developing the charity culture, paying attention to the development ofsocial entrepreneurship and social entrepreneurs.
