During The Period Of The Republic Of China Water Conservancy Development In Xinjiang

Water conservancy is essential to production and basic of agriculturaldevelopment. Xinjiang is a typical oasis agriculture area, and water is one of theindispensable factors of sustainable development to this place. Therefore, waterconservancy was one of the important measures for all previous dynasties to developthe frontier region, to consolidating frontier defense, and to promote social andeconomic development of the frontier region. Since the21th century, with the rapiddevelopment of social economy in Xinjiang, starting from the water conservancydevelopment of Xinjiang in the republic of China, studying and summarizing thesuccess or failure of development of the frontier during the republic of China becomeone of the many hot issues between experts and scholars.From1912to1949, water conservancy in Xinjiang has developed rapidly inYang Zengxin and Sheng Shicai period, and was destroyed by the war during JinShuren’s reign. During the republic of China, the development of water conservancyconstruction starts shrinking. Especially during Yang Zengxin and Sheng Shicaiperiod, the construction of a number of channels and reservoirs, dams and other waterconservancy irrigation engineering adapted to the climate characteristics of Xinjiangoasis agriculture, which was dry and rains little. This had an important effect on thedevelopment of social economy in Xinjiang, the improvement of people’s livingstandard, and the stability of the border region. At the same time, the design of waterconservancy project, the using of technology and the ability training of waterconservancy talents are going to institutionalization, modernization step by step.However, it also has a problem of blind development, only immediate interests andeconomic benefits, and ignores the problem of long-term benefits and ecologicalbenefits. For this reason, using the relevant theoretical knowledge of history,sociology, and geography etc., and taking water conservancy development in Xinjiangduring the period of the republic of China as the breakthrough point, this paper made a comprehensive discussion and research on water conservancy development ofXinjiang during the period of the republic of China.This paper is divided into six parts to do a detailed discussion on water resourcesdevelopment in Xinjiang during the period of the republic of China. The first partdoes a simple introduction of the natural care environment and water conservancyirrigation in Xinjiang. The second part systematically discusses Yang Zengxin period,Jin Shuren period, Sheng Shicai period, and the republic of China period of waterconservancy development in Xinjiang. The third part has a detailed statement of thenew characteristics of water conservancy development of Xinjiang during the republicof China. The fourth part discusses water conservancy work condition during theperiod of the republic of China in Xinjiang from four aspects: the changes of thewater conservancy administrative agencies, the maintenance of water conservancyprojects, water rent and water distribution system. The fifth part discusses therelationship between government in transformation in Xinjiang and grassroots, waterconservancy and local economic development, human activities and ecologicalenvironment from the aspect of the causes, influences and settlement mechanism ofdisputes over water conservancy of Xinjiang during the period of the republic ofChina. The sixth part mainly discusses the influence of water conservancyconstruction in Xinjiang during the period of the republic of China on the socialeconomy and ecological environment in Xinjiang, and its enlightenment to the futuredevelopment of water resources and ecological environment construction.
