Water Industry In Henan Province, The Market System Of Water Rights To Establish And Improve Research

Henan province is the largest populous province and large agricultural province, but water resources per capita is only one quarter of country's average, and one twentieth of world's average. It is the serious water shortage region. Serious shortage of water resource, planning of water resource distribution and administrative method are the bottleneck of holding back economic development. Market economic principles is required to be introduced into dialectical relationship treatment of water resources management of upstream and downstream of river, surface water and groundwater, agriculture water usage and urban water usage, economy water usage and ecology water usage, water supply and water requirement, water shortage and wastage, resource development and throttling, and water usage and anti pollution.Clear property right is the basic requirement of market economy. Water right is the reflection of water resource field. Along with shortage of water resource and water pollution problems becoming serious, concerning degree of water problem by people is improving, and theoretical investigation of water right system, water right sales and transfer and etc. are the hot spot of current study and investigation.This dissertation is with an eye to current situation of water right system of water conservancy industry in Henan province, based on corresponding theories of water right and economics, based on actual situation of Henan province, using methods of integrating theory with practice, rationing integrating with qualitative, static integrating with dynamic, comprehensive analyzes severity of supply and demand contradiction and problems exist in water right system in Henan province; Establishes measuring model between industry development and water requirement, and water resource during water right trading market exists and nonsexist; Use theory of game to analyze the necessity and urgency of establishing water right market mechanism; raises the opinions that establishing and improving water right market mechanism is the fundamental way out for solving water resource supply and demand contradiction, and is the fundamental guarantee for achieving optimization and sustainable usage of water resources, discusses the principles of establishing water right trading market in Henan province, selected models, trading mode and procedures, and how to guarantee the water right trading income maximization through reducing water right trading cost; in the end, through analyzing establishing water right administrative mechanism in Henan province and water right protection mechanism, promote improving of water right market mechanism, and guarantee the normal running of water right trading market.
