| This article will put the water dispute in the modern times' social change and describe the occurrence and the solution process of the water dispute, which based on the files of water dispute about the Po yang Lake area during 1928-1948 years hidden in the Jiangxi Province archive. The Po yang lake area suffered from the flood and the drought year to year , that made the people living in the area must both guard against water logging and combat with the drought, so that they could maintain the development of the local agriculture and make the life continue. Building the embankment and repairing the pond were the most important two water conservation activities. Centering on the construction and the management of these two water conservancy facilities, there were cooperating and competition among different villages, also unceasingly had the dispute and mediation.
