| Guixi Highway Administration Bureau is located in south China, most of the custody of the highway is an important bridge linking China and ASEAN countries. The implementation of China-ASEAN national strategy, make Guixi Bureau welcome many opportunities. To seize these opportunities, Guixi Bureau proposed to vigorously strengthen cultural construction, enhance the cultural soft power.Through perfecting incentive function of orgnizational culture, promote the highway industry of competitiveness,and thus achieve the goal of "Service Guangxi, Bring benefit to people".Based on the research purpose, this thesis summarized the related research results of theoretical studies of the domestic and foreign literature,and selected Guixi Highway Administration Bureau and District Branch staff as the research object, based on Schein model of organizational culture perspective, in-depth analysis of practice and effect of Guixi Bureau in the cultural construction. On this basis, collect information through questionnaire investigation and group interviews, to comprehensively grasp the incentive status in Guixi Bureau of culture.In view of the restricting factors of cultural incentive, this research put forward the cultural incentive function of perfect strategy, from a higher theoretical level to promote cultural construction.The results of data analysis indicate that the culture of Guixi Highway Bureau and employee incentive is high positive correlation and different level of culture on employees incentive effected significantly different; the same level of culture on employees of different types also showed obvious difference. At the same time, the incentive function of culture is restricted by some factors.To bring into full play the incentive function of culture, promote cultural soft power of Guixi Bureau, this research based on the reality of Guixi Bureau, from the institutional, material and mental aspects of the countermeasures to raise incentive functions of highway culture:Set up cultural construction of the specialized agencies.Establish a sound incentive mechanism.Actively expand the channels, encourage employees to actively participate in cultural construction.Carry out various forms of training activities,improve employee’s ability of participating in cultural construction.Increase the investment in talent,focus on the optimization of personnel structure.Attach great importance to the organizational culture at all levels of staff motivation,etc. Hope these measures can provide theoretical support for the construction of highway culture and the implementation of cultural incentive management. |
