Adaptability Analysis On Supply And Demand In Shandong Province’s Agricultural Technology Extension System

Agriculture is basic industry, it’s related to the national economy and the people’slivelihood. Modernization of agriculture plays a very important role in the nationaleconomy’s healthy and stable development. As a major agricultural province, ShandongProvince must improve agricultural technology extension system vigorously, and makeagricultural technology promotion effective implementation. Shandong should promotedifferent agricultural technologies applicability to meet the different needs of farmers, andimprove agricultural production technology to improve production efficiency, thereforefarmers’ income and quality of life will increase.However, there is maladjustment between supply side and demand side of agriculturaltechnology extension system in Shandong Province. With the differentiation of thetechnical demand side, farmers’ technical requirements become diversification. Due to thelack of effective coordination and division in technical supply side, some farmers’agricultural technology needs are not met, therefore, the enthusiasm of farmers toparticipate in the promotion of agricultural technology becomes lower. There is an urgentneed for the agricultural technology extension system for a series of reforms to promote thecoordination between supply and demand of agricultural technology, greatly improving theefficiency of agricultural technology extension.This paper analyzes the basic situation of supply side and demand side of agriculturaltechnology extension system in Shandong Province first of all. Technical supply side isdivided into government-led agricultural technology extension organization, enterprise-ledagricultural technology extension organization, research institutions leading agriculturaltechnology extension organization and rural cooperative organization. Technical demandside is divided into small-scale farmers, co-operative farmers and professional farmers.This paper summarizes their development trends and problems. Then, it discusses theinadaptability between supply side and demand side of agricultural technology extension system in Shandong Province. Problems include that supply and demand are out of line,division of supply side is unknown, information dissemination of agricultural technology isnot smooth, and agricultural extension system development speed is slow. Finally,reference the United States, Japan, the Netherlands and other countries’ agriculturaltechnology extension systems, this paper makes recommendations from the supply side,demand side and indemnification system to promote the improvement of the agriculturaltechnology extension system in Shandong Province. For supply side, demand-drivenagricultural technology supply should be established, and division and collaboration amongsuppliers should be coordinated, and strengthen the dominant position of governmentaction, and improve the quality of the staff, and improve agricultural technology promotionoperation mechanism. For demand side, we should greatly improve the cultural quality offarmers and promote farmers’ further differentiation to make the farmers structure becomemore reasonable, and land transfer of rural should legitimately accelerate, and the farmers’income relying on agricultural science and technology should increase. For indemnificationsystem, government should increase capital investment, expand financing channels,strengthen the rule of law, accelerate the construction of agricultural technology market,and establish risk prevention mechanism.
