Electric power industry is an important foundation for national economic development, is an important component of long-term planning in developing countries. The power supply security and stability, is a prerequisite for stable and healthy development of national economy, is an important guarantee for the rapid development of the national economy. Thermal power enterprises as the power industry in the dominant position, and it directly affects the development and changes in the whole of the electric power industry. At present, thermal power enterprises procurement of coal based fuel structure does not change a lot in a certain period of time, so that the fuel in thermal power enterprise management in the safe production, cost control and management benefit plays an extremely important role, therefore, it is very important to strengthen the degree of refinement of fuel management, especially the evaluation and selection of fuel management the supplier, is the effective guarantee to thermal power enterprises fuel supply comprehensive quality, is the solid foundation for the safe production of thermal power enterprises, is a strong support to complete the management target of the thermal power enterprises.The paper introduces some basic concepts of project management, the strategic suppliers were discussed, and emphasizes the importance of strategic supplier of enterprise. Based on analyzing the electricity, coal market, analysis of the causes of the contradiction between supply and demand of coal, and analyzed by purchasing status of power generation enterprises, summarizes the procurement problem, using various means to establish a strategic supplier evaluation and selection system, depending on the analytic hierarchy weighting method to construct the supplier selection and evaluation model, the comprehensive supplier data for scientific computing, and determine the supplier ranking. With the risk of research data, the establishment of supplier risk evaluation system, and puts forward some effective strategies to avoid.
