Our economic development has achieved great success in the past30years’ reform and opening. However, the previous extensive development model lead to excessive consumption of resources and expense of the environment and made disasters caused bypollution occur frequently. Our government has realized the seriousness of this problem and has proposedEnvironmental protection measures via vigorouslydeveloping new energy vehicles.It is very important for achieving our emission reduction targets to popularize new energy vehicles. However, the development of China’s new energy vehicles is facing some problems now. Therefore, we study the evaluations ofthe competitiveness forChina’s new energy vehiclesand do the workfrom the following three aspects.First, we take specific analysis of the development of our new energy vehicles according to the Porter’s national competitive advantages theory and the SWOT method. At present, China has advantages in lithium resources, low human capital and market potential, but disadvantages in the core technology, production cost and the popularization of new energy vehicles. Moreover, we must face the strong competitions of international auto giants. Moreover, we establish the evaluation system of the competence of new energy vehicles, and gain the weighted vector of these indexes via analytic hierarchy process (AHP).Second, we set up the evaluation system of the competitiveness for new energy vehicles based on "Diamond Model", and obtain the weight of indexes in this evaluation system by using the AHP.Third, according to the above analytical results, we proposed specific solutions. First of all, the standard of new energy battery vehicles should be improve, and the standards of new energy vehicles battery must include necessary quantitative indicators in safety aspect. Then, we must promote the construction of new energy vehicles’ infrastructure, and propose the idea of replacing batteryoutside the city, charging in the city". The battery replacement station includes battery deposit and draw unit, battery charging unit and clearing units, and some suggestions and requirements for constructing battery replacement station are proposed. We must transform the regional power grid anddesign the reasonable network layout before constructing the charging pile in the city.Finally, we point out that new business patterns for new energy vehicles should be explore when facing the high cost of new energy vehicles. The recent"time-lease" phenomenon about new energy vehicles was taken depth analysis, which can help us explore more new feasible business patterns, and realize the scale production of new energy vehicles early. Then, we do case analysis via the weighted vector obtained above, and appraise the competence of NEV for13convinces or cities.
