Research On Grid Enterprise Unified Planning Management Based On Key Operating Indicators

"Twelve Five" period is an important strategic opportunity for China’s power grid companies to achieve an accelerated development. Aimed at building "a strong three excellent" international advanced large-scale power grid enterprises, the State Grid Corporation Strengthen power grid construction investment, while continuing to explore a internal management model in line with achievement of the corporate strategic objectives. Under the new situation, the requirement of comprehensive plan management has improved to a new height. Based on the new internal and external environment, how to optimize and improve the integrated program management organization, to establish and improve relevant management system and operational mechanism, and to build a new comprehensive plan management indicator system have become important issues to be solved.Thus, this paper firstly combed the core indicators which affect the company’s operating performance, and analyzed the articulation between the various indicators. On this basis, a key operating indicators system was built. Secondly, the key operating indicators were predicted by using integrated forecasting mode which is based on RBF neural network model and system dynamics simulation method. Combined with the predictive value of indicators, the paper analysis the effects of investment capacity changing in indicators include electricity sales, electricity purchases, electricity price, and asset-liability ratio. Then, the paper proposed an adjustment process of comprehensive plan indicators based on optimization and balance of key operating indicators. Finally, the paper presented an integration cycle management model of comprehensive plan management and designed the operation system of comprehensive plan management in detail.Research results of this paper provided a reference for the company’s to carry out a comprehensive plan management. It could help the company to implement the development strategy, to improve the company’s ability of comprehensive control capabilities continuously, and to achieve a better operating performance and management performance.
