Because of its unique advantage of forest resources, forest food resources inYunnan province is extremely affluent. Forest food is an important export product inYunnan province. But with the development of economy, all kinds of insecurity anduncertainty factors are introduced into the forest food production process, the export offorest food in Yunnan province has been hindered for its quality and safety problems,damaging the interests of farmers and enterprises.How to improve effectively managementlevel of forest food quality and safety is the effective way to improve the imcome offarmers,to realize agricultural modernization,to promote the development of the forest foodindustry, to improve the competitiveness in the international market of forest food inYunnan Province and to maintain the ecological environment.Utilizing the qualitative analysis method and combining the current situation of forestfood quality and safety management in Kunming City,Nanhua and Dayao County inChuxiong City,Yangbi and Xiangyun County in Dali City and Shangri-La County inDiqing city, the paper tries to explore methods to enhance management level of forest foodquality and safety in Yunnan Province and propose advances for the design of institutionsystem of forest food quality management.Based on the relevant research and analysis of the advantages of forest food resourcesand industry in Yunnan Province,the paper analyses the compositions and problems offorest food safety and quality management system in Yunnan Provinc from three aspects oflegal system,management system and regulatory system.The problems are:(1) legalsystem:legal system is not perfect.Punishment,law popularision and enforcement is notenough;(2)management system:it analyses problems in food risk monitoring and assementsystem,food production and operation management system,food inspection system as wellas food recall system;(3) regulatory system:the functional responsibility of regulatorysector is clear. Departments lack communication and monitoring blind spot exits.Then itanalyses the compositions and problems of forest food safety and quality standard systemin Yunnan Provinc in the national,local and enterprise standard.It has problems such aslack of standard,unreasonable structure, standard lag and standard implementation systemlag. On the basis,the paper proposes some advices to improve the forest food quality andsafety management system design.
