The Research Of Environmental Regulation Influence On The Regional Technical Efficiency

Environmental problems have been the focus and hot spot of China’s economicdevelopment, because of the environment problems existed,the national environmentalregulation policy is put forward. But whether the environmental regulation policy canprotect the environment while promoting regional technical efficiency, it is currently ahot topic.This paper fully combines related literature at home and abroad,on the basis ofintroducing the index of environment capacity, and gives full consideration to theunbalanced regional economic development in our country,fistly, makes a unifiedanalysis of30provinces in China, then separatly analyzes regional technical efficiencyof the east and west，and then comparative studies environmental regulation effect onregional technical efficiency.The thesis makes use of DEA’s CCR model,Using the panel data of China’s30provinces from2006to2010to analyze regional technical efficiency. On the basis ofreading lots of references at home and abroad, the paper chooses “R&D spending”and“R&D personnel investment”as the technical efficiency input index,and selects“domestic three patents granted count”as the technical efficiency output index.Thestudy finds that the technical efficiency of eastern region is significantly higher than thewest, but the potential of the west is strong, gradually narrowing the gap between themby the year of2011.On this basis, the index “regional technical efficiency”is explained variable.Theexplaining variable include “the amount of the reduction of industrial wastewateremissions of environmental regulation intensity”,“the amount of the reduction of sulfurdioxide emission”,“a share of pollution control investment in GDP” and “waterenvironment capacity”,“the number of the environmental pollution and destructionevent (sudden events)”and “regional economy”, and choosing the “R&D spending” and“R&D personnel investment” as the control variable to do the regression analysis.By regression analysis,we find that environental regulation intensity has a significantinfluence on regional technological efficiency in our country, and as for theenvironmental capacity, there is no significant difference on the regional technologicalefficiency.Considering the current situation of the unbalanced regional economicdevelopment in our country,the paper separatly studies the eastern and western areas.Byregression analysis separatly,it turns out that environmental regulation has significantlyeffect on the eastern region of our country, and has a little influence on the westernregion in China. But, the environmental capacity has a significant influence on technicalefficiency of the western region in China, and has no significant influence on the easternregion.
