| Development of science and technology has greatly promoted the economic development and social progress of the industrial economy, however, we can not ignore is that technological innovation in the development process, due to the impact of the economic supremacy on the traditional values, it also brings a series of negative effects, making mankind’s survival environment suffered serious damage, such as environmental pollution, ozone depletion, desertification, species extinction and many other environmental issues threat seriously to human survival and development.All of these ecological problems forced the humans began to reflect on the process of technological innovation, which seeks to make sustainable and coordinated development between the economy, society and ecology. Eco-technological innovation is the ecological technology innovation that makes the economic growth as the center, persisting the ecological balance of economy, nature and society, introducing ecological concepts in technological innovation, and taking into account the impact of technological innovation on the environment, not only obtaining economic value but aslo achieving ecological value. Here the "ecology" is not the narrow concept of ecology in the traditional sense, but the state and the process of balance, harmony, mutual promotion and common development between things, including three closely related, influence each other and integral subsystem which are natural ecological, economic ecological and social ecological (ANDREANNE LEGER, SUSHATA SWAMINATHAN,2006).By constructing the indicators system of eco-technology innovation to obtain a comprehensive evaluation model of eco-technology innovation, thereby calculate the eco-technology innovation capability index to further measure the level of eco-technology innovation. This paper selected nationally10representative provinces and cities divided into in the east and west. And the paper used spss software to measure the ability of eco-technology innovation in these provinces and cities. Through the Panel data analysis to compare the level of10provinces and cities ecological technology innovation, the affect on economic development, and the combined effect of regional eco-technology innovation, the capital stock and labor force on economic development.According to the results of this study, the level of eco-technology innovation still has some regional differences, but the difference is not very obvious; regional eco-technology innovation can promote economic development, but did not play a leading role; after adding capital and labor, capital and labor will change the impact of ecological technological innovations on economic development. |
