SMEs have always been an important force to promote Chinese economic development; the development is getting more and more national attention and support. At present, China is vigorously promoting the deep fusion of industrialization and informatization, which makes the informationization of enterprise has become the important means of small and medium-sized enterprise to enhance their competitiveness. Informatization construction is of great significance to reduce operating costs of small and medium-sized enterprises, improve enterprise management level, and enhance the market competitiveness. In recent years, the awareness of information construction has gradual increased in small and medium-sized enterprise, actively explore informatization construction schemes and patterns suitable for the development of the enterprise, but because of the small scale, insufficient capital investment, lack of professional personnel, the low ability of research and development, backward management mode and other obstacles, which seriously restricted the small and medium-sized enterprise information construction step.There are many kinds of small and medium-sized enterprise informatization construction mode. Since the1990s, with the Internet as the core, modern information technology has been rapidly developed throughout the world. Online leasing mode SaaS (Software as a Service software as a service) based on the information software services, with internet as a carrier, is becoming more and more mature, provide the platform for more reasonable and more efficient development in the information construction of small and medium-sized enterprises. SaaS mode provides online leased public information platform software services for SaaS’s Service providers, which is adopted to pay on demand, on-demand services. This mode is very suitable for the weak ability of fund and R&D of small and medium-sized enterprises to carry out the informatization construction, however, the SaaS model in the practical application process of many small and medium enterprises are also facing the data security, system stability and service compatibility problems.In this paper, we study new Internet environment of small and medium-sized enterprise informatization construction mode, SaaS mode, from an overview of the current situation of small and medium-sized enterprise SaaS informatization research, introducing the theory of SaaS operation mechanism, analyzing the present situation and problems of small and medium-sized enterprise informationization; Dissect the judgment factors affecting SaaS informatization strategy, small and medium-sized enterprise information demand analysis features, construction pattern classification and selection of information construction elements, SaaS and the relationship between the value chain and SaaS informatization maturity evaluation method; According to the SaaS implementation process, to strengthen the applicability, characteristic analysis of demand, provides the selection strategy and deployment of implementation path, from the selection to the deployment, for small and medium-sized enterprise SaaS informatization implementation path to do the basic design, provide the countermeasures suggestions and reference to push forward the informatization in SaaS model of small and medium-sized enterprises in China.This paper around the small and medium-sized enterprise SaaS mode was proposed based on the new application of SaaS maturity judgment index and method of enterprise information, from the perspective of enterprise was proposed based on information in the development of new pattern of SaaS application service providers the judgment standard, and put forward the application service provider’s judgment matrix based on strength index; In this paper, on the basis of analyzing SaaS informatization related judgment factors, to small and medium-sized enterprise informatization is put forward based on SaaS can be the reference of selection strategy, service lease mode is established under the informatization construction of the theoretical basis, to small and medium-sized enterprise informationization construction put forward the difference with the traditional way for the construction of the strategy, and expounds the application of the strategy method case analysis way.
