In recent years,Ordos in strengthening the public management and publicservice, on the basis of population transfer of farmers and herdsmen, To adaptthe demand of urbanization and industrialization in the city.Ordos city relieson their own economic strength,their highly urbanization level and the smallerpastoral areas’ population.Depending on the increasingly wideningdevelopment gap between urban and rural areas,the slowly increased farmers’incoming and the opportunities brought by developing industrialization andurbanization, there are no easy transfer of surplus labor force from ruralpastoral areas to urban areas and secondary and tertiary industries in Ordos,Instead of focus on the transfer and employment of rural population,change the way and identity to living in the urban areasas a major job. Firstly,develop the modern agriculture actively, and increase the level of agriculturalproductivity, that will be transfer the rural areas’ populationobviously;secondly, the government should establish and improve acommercialized rural service system before the population has beentransfer.A research framework of the article should be done as follows: The firstchapter,rely on the realistic conditions to analysis the current situation, theresult and the experience of rural areas’population transfer in Ordos, andprovides a theoretical basis of rural areas’ population transfer situation in Ordos. The second chapter, throw out the problems and the causes of theseproblems; The third chapter, integrated application of public managementand theory knowledge to discusses the advance and suggestions of ruralpastoral area population transfer in Ordos from the perspective of theformulation and implementation of government’s public policy, and how toprovide public services.
