Study On Rural Land Circulation Behavior Of Farmers In Ning’an City

In the background of building the socialist new countryside and developing modern agriculture, the land system reform has entered a new stage by the all-round development of farmers, rural, and agriculture. The circulation of rural land is an important part of rural economic system reform under the new situation, which becomes the base and the key to realize agricultural synergism, and the increasing of farmers’ income. As the production and management decision-making body, farmers are the important micro subjects in the rural land system reform. Scientific research and reasonable guiding of farmers’ land circulation behavior will be useful to construct the scientific, orderly, efficient allocation of rural labor force and land resources for rural land transfer mechanism, in order to realize the agricultural modernization, which has important practical significance to solve the plight of rural development.Based on farmers’ behaviors in rural land circulation in Ning’an city, the paper adopts the method of combining empirical analysis with normative analysis, qualitative analysis and quantitative analysis, on the theory of property right, peasant rationality hypothesis and taking behavioral economics theory as the theoretical basis. Based on the definition of the circulation of rural land, farmers, the wishes and behavior, and other related concepts, through the land circulation scale, form, the analysis of the subject and main application, the paper discussed the present situation of rural land circulation of Ning’an city, analyzed the problems existing in the circulation, such as land level was not high, transfer procedures were not standardized, the lack of intermediary organizations, lacking of farmers’ positive transfer and didn’t respect the wishes of farmers etc. Based on the questionnaire survey in Ning’an city land transfer behavior and visited the relevant government agencies, the paper analyzed the samples of farmers land transfer behavior and constructed Logistic Model for empirical research on the influence of the transfer of farm land. According to the model estimation and analysis of the results, the paper put out the suggestions and corresponding guarantee system.The analysis suggested that the age of the household head, cultural level, numbers of family members, family income, the proportion of agricultural income and family contracted land area affected the land transfer behavior significantly. While the effects of households in occupation, whether had the agricultural subsidies, family involvement in social security and the factor number on the land transfer intermediary understanding were not very significant. Based on those the paper suggested that in order to promote the rural land circulation behavior, we should strengthen farmers’occupation skill, improve the income level, respect farmers’ transfer will, and encourage farmers to carry on the scale operation, standardize the land circulation management. In order to ensure the effective implementation of strategies, we should construct the corresponding guarantee system, such as the strengthening of farmers nonfarm employment ability training, improve the process to establish farmers living conditions, intermediary service organizations, improve the rural social security system and promote rural industrialization and rural development should be overall construction, which was the fundamental way to promote Ning’an city’s land transfer behavior in rural areas.
