As the socialist market economy system preliminarily established, commodity, material, the flow of factors of production has become an important factor to promote China’s economic development. At the same time, in the household registration system, the enterprise employment system, the continuous development of social security reform, the flow of the enterprise staff has become the important subject in enterprise management. Hotel industry belongs to the labor-intensive industry, the demand for labor is larger, hiring, retention phenomenon is very outstanding, frequent flow of enterprise employees of the decrease of the quality of the higher costs of choose and employ persons, services and staff morale is damaged, affect the construction of enterprise culture, and directly affect the enterprise’s survival and development. Analysis and research the current hotel industry staff flow problems at the grassroots level can be for us to study the service sector, especially the non-public service industry in the development of enterprise stable staff, improve enterprise management level, promote the sustainable development of the enterprise to provide the objective basis of the reform and development of enterprise management and decision-making reference.YA hotel is a new generation of migrant workers as the main force of the conference hotel, in recent years, the labor market supply and demand change and human resource management relative lag, the influence of such factors as high staff turnover has affected the quality of service, operating costs, enterprise benefit and so on. the problem has also been the top attention and recognition, maintain staff turnover is as an important organization of each department performance evaluation part, YA hotel high employee turnover has become one of the factors affecting the sustainable development of hotel.This paper is to solve the problem of YA hotel high staff turnover, through the analysis about the present situation of YA hotel employee turnover at the grass-roots level, through the methods of data collection, questionnaire analysis of interior and exterior factors of employee turnover. Based on the study of the needs of the grassroots employees to staff needs, satisfaction, employee turnover, the analysis model for the tool, it is concluded that the motivation of employee turnover comes from the pay and reward, assessment, training needs are not being met. Combined with current YA hotel human resources management system, find out the current YA hotel some problems exist in the process of human resource management, put forward the corresponding countermeasures:establishing humanism in philosophy, changing the function of human resource management, optimize allocation of human resources staff, and put forward to focus on the employee’s needs as the guidance, from the material, spiritual and cultural three aspects to improve and establish the corresponding compensation, reward, learning, training system, can meet the needs of the reality of grass-roots employees, improve employee satisfaction, to the hotel reduce the staff turnover rate.
