With the rapid development of the global economy, energy, just like labor and capital, has become an important raw materials for industrial production and a fundamental strategic resource of modern economy. Over the past decade, China is in a sharp advanced period of industrialization and urbanization, which lead to rapid development of high energy-consuming industries such as chemical industry, electric power, petroleum processing, nonferrous and so on. China’s GDP of2011is nearly4.77times of2000. In fact, it is these heavy chemical industries underpinned China’s rapid economic growth for decades. However, the extensive economic growth model of high input, high consumption and high pollution causes low energy efficiency, serious pollution and rapid increase of energy demand, which caused a serious challenge of energy saving.As an energy province, Inner Mongolia’s economy is in rapid growth over the past decades. Gross industrial production of2011was approximately14.7times of2000, but the rapid economic growth is closely related to high energy consumption. Irrational industrial structure and energy consumption structure lead to serious energy consumption and low energy efficiency, which to some extent hindered the economic development. Therefore, improving the energy efficiency is the essential way to achieve sustainable development.Based on30industries in Inner Mongolia and using2000-2011panel data, we estimate and analyze energy efficiency and energy-saving potential of every industry by DEA efficiency evaluation method. We built Tobit regression model and measured the influence degree of every indicators. Super efficiency DEA results show that the average energy efficiency of30industries increased first and then decreased. The energy efficiency differences between30industries are between fluctuating trend. DEA results show that the saving potential of mining industry is large and in growing trend. Cluster analysis divided30industries into four categories. Manufacturing of telecommunications, computer and other electronic equipment and petroleum and natural gas extraction are high energy efficiency industries. In the factors affecting energy efficiency, industry structure and capital deepening have a positive role in Inner Mongolia industrial energy efficiency, and the former one has a greater impact. Energy prices have an obvious negative effect on energy efficiency. This shows that increasing the proportion of heavy industry and the amount of capital per capita, reducing energy prices will help to improve industrial energy efficiency in Inner Mongolia. Finally, this paper puts forward to developing coal industry in Inner Mongolia and guiding light industry effectively.
