Research On Paths To Cultivate Family Farms In Shandong Province

Along with the advancement of marketization and industrialization and thedevelopment of social economy, under the guide of income, the agricultural economicincome brought by the input of agricultural production factors can not meet thefarmers’ consumption demand. Factors, such as land, capital, labor and other factorsof production, gradually transferred to the second or third industry of town, theincome of which is higher-yielding than the first industry. The proportion ofagricultural population is decreasing, the trend of urbanization is increasingly obvious,and the agricultural economy is gradually declining.The decline of agricultural economy at present stage accords with the movementlaw of agricultural production mode. Agricultural production mode is made up oftwo aspects, agricultural production forces and agricultural production relations.The development of productive relations is determined by the development ofproduction forces, and it may promote or hinder the development of production forces.The law of development of agricultural production relations and productive forces isconsistent with the movement law of the internal contradictions of production mode.Under the context that the agricultural production factors represented by land, capitaland labor are transferring to the second or third industry in towns, the transformationand reform of agricultural production relations is imperative in order to adapt to thechange of agricultural production forces.As one of the most dynamic new agricultural management main body, familyfarm received extensive attention of the people from all walks of life. Advocatingthe development and cultivation of family farm in many areas actively is a boldinnovation and practice of the CPC central committee. Along with the urbanization,a large number of young labors transfer to the town, the continuity and stability of theagricultural operation main body are threatened, the problems such as theconcurrent-business farmers, the rural hollowing out and the agricultural populationaging, are increasingly serious. The food security of our country is at stake, and the emergence of family farm is the product of the current development of agriculturalproduction forces.Only the increase of agricultural production forces level and the proportion ofoutput and input of agricultural production can contribute to the growth of agriculturalproduction relations. To stabilize and promote the sustainable development offamily farm, an agricultural production mode, finding out the agricultural productionforces influencing the development and maturity of family farm and exploringeffective paths to cultivate family farm is the key point of this study.On the basis of carding domestic and foreign research literature about familyfarm systematically, this study illustrates the theoretical connotation of family farmspecifically, coming up with that family farm should aim at the balanced developmentof ecological benefit, economic benefit and social benefit. Taking agriculturaloperation process, which includes product manufacturing and product valuerealization link (including product exchange link, the link of income distribution aswell as agricultural products consumption link), as a starting point, it explores andanalyzes the different paths to cultivate family farm. In the link of productmanufacturing, the main factors influencing the output of agricultural production arethe input of agricultural production forces. Finally, through reviewing thedevelopment status of the family farms in Shandong province, taking Jiaozhou city asan example, it analyzes the effects and problems of the development of the familyfarms. Aiming at the problems in the development of family farm, combining withthe theoretical framework of family farm cultivation path, the paper elaborates thecultivation path of family farm and its policy implications based on the input of labor,land and capital factors, and the realization of the agricultural product value.The analysis of family farm cultivation path based on labor factor in productionshowed that improving agricultural labor productivity, promoting the comprehensivequality of agricultural labor force, and speeding up the transfer of surplus agriculturallabor force are all effective ways to cultivate family farm. The policy implicationsof the path are as follows: cultivating new professional farmers to promote thecomprehensive qualities of family farmers; speeding up the transfer of rural surpluslabor force to ensure the stability of the family farm land.The analysis of family farm cultivation path based on land factor in productionshowed that increasing the size of family farm and improving the productivity of theland are two ways to improve the economic benefits of family farm. The policyimplications of the path are as follows: improving the system of land circulation and its innovation; promoting family farm moderate scale management to increase thefarmers’ income.The analysis of family farm cultivation path based on capital factor in productionshowed that increasing the capital quantity of per labor in a family farm andimproving the efficiency of capital factors of production are also effective ways tocultivate family farm. The policy implications of the path are as follows:comprehensively constructing the social service system; increasing financial supportfor the production and operation of family farm.The analysis of family farm cultivation path based on product value realizationprocess showed that it is feasible to explore the cultivation path of family farm fromthe agricultural product circulation and clinch a deal the price of agricultural products.The policy implications of the path are as follows: establishing family farmassociation, strengthening the prevention agricultural risk, creating product brand offamily farm.
