The Research On The Rural Collective Land Expropriation In Sanming

China is a land resources are very poor countries, land plays a key role in the development of economy and society in China.Since the reform and opening up, with the rapid development of economy and urbanization, a large amount of rural collective lands have been expropriated for nonagricultural industry, which make great contribution to rhe economic prosperity, social development and urban construction. However, under the imperfect legal system of land expropriation and the blindly pursuit of economic development, unscrupulous land requisition has caused many contradiction and problems, such as:widespread land requisition, faulty land expropriation procedure, unreasonable compensation standard, etc.. All these problems make many unreasonable phenomena, reduce the efficiency of land allocation, produce a large number of landless peasants, cause dissension of land requisition, as well as affect social stability and harmony. How to solve the problems of rural collective land expropriation, is the critical factor of social stability and economic health.This article focus on the the problems of rural collective land expropriation on the basis of fundamental theory of land expropriation. Firstly, the meaning, features and stakeholders of rural collective land expropriation are stated in the second chapter. Secondly, base on the current situation of rural collective land expropriation in Shenkou Town of Sanming City, the problems in public interest definition, compensation standard, expropriation procedure and social security for landless peasants are deep analyzed in the third chapter. Thirdly, three measures are presented to solve the problems mentioned above, they are:establish fair and rational compensation standards, perfect expropriation procedure and construct overall and multiple social security system. The purpose of this article is to promote the relationship between peasants and rural collective land expropriation, meet the requirement of modernization development and provide an assistance to the landless peasants.
