On the other hand the emphasizing on blood transfusions to fight poverty, neglecting to improve the ability of blood; emphasizing on poverty alleviation substance, ignoring spiritual liberation; lack of anti-poverty funds, the lack of adequate protection efforts, etc., Moreover, base on the government management model factors, policy makers and implementers of factors, civil society development factors, such as the poor quality of their own point of view to analyze the causes of insufficient presence of pro-poor policies in Vietnam, learn from Chinese experience in poverty reduction policy based on the optimization of pro-poor policies in Vietnam to give personal opinions, including the transformation of government functions, improve government management system; perfect market economy, accelerate the transformation of the national economy; strengthen non-governmental organization’s guidance for the civil power play effects; enhance their ability to poor, highlight the dominant position of the poor helping the poor; strengthen supervision and management of poverty reduction efforts.
