China and Russia are the two largest developing countries in the world. They are adjacent and have formed a friendly relationship. And political and economic exchanges have taken place between the two countries for a long time. Since the dissolution of the Soviet Union in1991, the trade between the two countries has developed fluctuated upward.On August22,2012, Russia was officially incorporated into the framework of the World Trade Organization, which will bring new opportunities to the Sino-Russian trade. Based on this, we first analyze the current situation of bilateral trade development, using the standard international trade classification and HS codes classification specific analyses on the structure of bilateral trade, concluded that although the two countries have strong complementarity, Russia dominated by primary products exports to China, China Russia exports mainly finished products. But Russia on China exports of energy products subject to price fluctuation in the world market,while export Russia’s manufactured goods have strong substitutability.Many factors affect the structure of bilateral trade, such as the natural, socio-economic and institutional conditions, and the trade regime because of Russia join the WTO changes will promote the improvement of the Sino-Russian trade structure. Based on this, the paper selected data samples from1992to2012combined with factors influencing the structure of trade,on the basis of the original trade gravity model, choose the variables between the two countries such as per capita GDP, bilateral tariff rates, FDI and APEC. Then regress the model of bilateral trade between China and Russia, the influence of primary products in bilateral trade model and the proportion of manufactured goods in the proportion of bilateral trade model respectively, in order to verify how these variables effect on bilateral trade and trade structure, and then predict Russia WTO influence on the Sino-Russian trade structure.Finally, the corresponding policy recommendations are given based on empirical results:(1)standardize trade system under the WTO framework;(2) taking advantage of the factor endowments, attention to technological advancement to improve trade structure;(3) improve the investment environment, and encourage mutual investments between the two countries;(4) pay attention to the importance of regional economic cooperation, encourage the construction of Sino-Russian free trade zone;(5) upgrading the Chinese product brand awareness, enhance the international competitiveness of Chinese goods.
