There are many literatures about intellectual property protection and technologicalprogress, but whether strengthen intellectual property protection is better to promotetechnological progress sparked great controversy. Studying this topic for Chinaestablishing a better system of intellectual property protection in order to promotetechnological progress has significance.For this long-standing dispute, this paper uses34countries1997-2011panel datamodel to establish a foundation of intellectual property protection impact ontechnological innovation as well as on the basis of the threshold variables improvedmodel to analyse the intellectual property protection, FDI, R&D impact fortechnological innovation, as well as to study the impact of intellectual propertyprotection under the threshold variable effect on technological innovation beinggenerated, and draw what conclusions: the existence of a nonlinear relationship affect(1) the lower level of protection has greater effect on of technological innovation.When reaching a certain level of IPR for technological innovation, the effect wassignificantly positive but smaller.(2) The positive impact on technological innovationby improving IPR is greater than the negative impact that bring to internationaltechnological transfer.(3)When the low level of economic development, the role oftechnology innovation intellectual property protection was not significant; When ahigh level of economic development, intellectual property protection impact ontechnological innovation is significantly positive.(4)At the same time, the role ofintellectual property protection for technological innovation also subject to the impactof human capital, at different levels of human capital, technological innovation andthe role of intellectual property protection for different. Then, combining recentsituation of intellectual property protection system on developing countries, concludesome suggestions and problem of China. Finally, bring some policy recommendationsto improve the level of technological innovation and other aspects.
