The economic globalization is entering a new stage of development with the global industry transferring from manufacturing to services, which makes the development of service industry, especially the modern service industry an inevitable choice for the economic development. Service outsourcing is a new format of the modern service industry, and also the new trend of the development of this industry. Some companies no longer undertake all aspects of the production process, break down each aspect and transfer the non-core part of the industry chain from the original manufacturing sites of high cost to the countries or regions of low cost while focusing on the development of core business themselves. This is a management model of resource integration in essence, which is the service outsourcing. However, service outsourcing companies are mind-oriented enterprises mainly engaged in technology and intensive knowledge. The proportion of human resources in the service outsourcing industry takes up65%of the industry, therefore to strengthen talents cultivation, give full play to the competitive advantage, focus on the construction of talent team have become the primary task of the development of modern service industry. In the trend of modern international service outsourcing, professional talents of high quality and efficiency are of critical importance. Vocational schools are the places to cultivate practical talents and developing vocational education is an important channel to promote the economical and social development and labor employment in our country.In this paper, this combines theory with practice, to Beijing HT education companies as the research object. Beijing HT education Company starts from the vocational colleges and enterprises demand, to help them solve the problem of talent training as the core, prompts enterprise combining production, studying and research with the school. Beijing HT education Company is becoming the private enterprise from the infancy into the growing period. In the special period of the great transformation of nation’s economy, Beijing HT education will face hard choices that the enterprise will be how to determine strategic positioning, and to ensure successful implementation.In this paper, which analyses the environment of Beijing HT education through the PEST and Potter’s five strength models, using smiling curve to establish the company’s direction, and promoting the competitive advantage in Porter’s "Diamond System" Beijing HT education’s opportunities for development are the notional policy, the macroeconomic development direction, the transition of vocational colleges talent training and take precedence over competitors. But Beijing HT education gets the challenges from the insufficient sales ability, the low market coverage, deteriorating sales and the short age of service. In the paper,it puts forward on the development of Beijing HT education to respectively locate for the products, management mode and the core competitive ability through Li Fei diamond chart method and on the basis of above theoretical analysis, and put forward2Ps+C+S marketing combination.
