With the rapid development of China’s national economy, people’s material and cultural life is improved continuously, the construction industry and construction enterprises also are showing a trend of rapid development and the construction industry has become one of the pillar industries of the national economy. In recent years, the construction market is gradually mature and open that lets construction enterprise to encounter fiercer competition, unprecedented opportunities and challenges. In order to keep continuous healthy and stable development and maintain long-term competitive advantages in the fierce market competition, these enterprises research the development direction, estimate the market rationally and make their development strategy with integrity and foresight. China Railway No.8Engineering Group, as a wholly owned subsidiary of China Railway Group Limited, is established in1952with registered capital of1.764billion RMB and more than12000employees. It owns over90all kinds and degrees of construction certificates. The construction annual turnout is more than30billion RMB. Since more than60years ago, this company has been committed to the railway construction project and few of other projects. In recent years, due to the further opening of railway construction market and fiercer market competition, the railway market and non railway market become two main markets for the company. Therefore, what kind of development strategies should construction enterprises make? How to position the development strategy? How to keep strong development trend of companies in fierce competitive environment? These have become the key research topics that need to be solved.This paper was divided into7chapters. In the chapter1, this paper presented the meanings of research, as well as the idea and method of research, and structure of the paper. In the chapter2, this paper analyzed the present situation of the company from aspects as basic company situation, corporate governance structure, ownership structure, certificate condition, technology development, industrial structure and so on. In the chapter3, this paper analyzed the exterior environment from aspects as macro environment, industry development, competition structure and competitors. In the chapter4, this paper analyzed the internal resource capacity from the aspects of production and management condition, operation ability, competitive advantage and existing problems; In the chapter5, this paper made analysis on railway market and non-railway market respectively; In the chapter6, this paper illustrated the vision, mission, development mode and development goal of the company; In the chapter7, this paper presented the strategy implementation and management from4aspects of overall requirements, main measures, performance evaluation and control and improvement; The last part is the conclusion that proposed the developing direction and goals of the company in the next five years and provided a theoretical guidance for the survival and development of the company.
