China railway A group corporation (CRAG) which was restructured in 2003 is one of the largest state-owned construction enterprises. With the promotion of globalization and marketing process, due to the expansion of state-owned enterprises reform, CRAG faces not only good opportunities but also big challenges. Therefore, the strategy system which could meet the requirements of market and practical state for enterprises becomes the key point in order to control the whole situation and occupy the initiative position and develop continuously. This paper principally studies business group strategy of CRAG associated with the relative theories. It provides the valuable references for the enterprises which are experiencing the reforms to adjust the strategy, transfer the developing focus, allocate the resources appropriately so that enterprises could build up the core competition during the process of the reform and acquire much more growing space in the complicated external environment.Firstly, this paper draws a general map of CRAG such as qualification condition, organizational structure, human resources, and technical equipment and financial state. Then it finds out the advantages & disadvantages and further developing direction. After analyzing the macro-surrounding and industry competitive environment with the PEST and five factors model, the paper explores the opportunities and the threats and the general strategy.Afterwards this paper begins to apply strategic management theory to operational capacity. It describes the relative competitive position of enterprises and production operation in a comparative analysis method among the different enterprises in the same field and different business in the interior enterprises. It also illustrates the position of various business including railroads, highways, municipal affair, real estate, water utilities with BCG matrix so as to effectively allocate resources. In addition, it identifies the developing direction for different business with the result of SWOT analyses of main segment markets and related diversified fields.
