Camellia oleifera is a kind of oil-bearing crops which is most important in our country, Hunan Province is a major Camellia oleifera melia rejoin, Forestry Department of Hunan Province particularly attaches great importance to the development of Camellia oleifera,Forestry Department of Huanan province.Fiance Department of Hunan Province and Development and Reform Commission of Hunan Province apply for loan for the development of Camellia oleifera,meeting the requirments of market,improving the standard of living. The social risk of Camellia oleifera Development Project of Hunan Province has been evaluated based on the participatory method in this paper, obtaining a framework for social risk evaluation index system for Camellia oleifera. Development Project of Hunan Province. Risk evaluation for each index has been conducted according to the evaluation index system. The main contents and results are as follows:(1Constructing a social risk evaluation index system for Camellia oleifera Development Project of Hunan Province.According to the principles of testability, reliability, sufficiency and minimum, collecting indexes that can evaluate the risk of Camellia oleifera.Development Project of Hunan Province correctly. Then selecting indexes through methods of brainstorming, Delphi and regression equation according to principles of purposiveness, balance, scientific, feasibility, operability and integrity. After four rounds of selecting, obtaining a framework for social risk evaluation index system for Camellia oleifera. Development Project of Hunan Province including5primary indexes and10secondary indexes:①capital risk:loan bearing and repaying risk, financing risk.②market risk:product competitiveness, labor price risk.③natural and environmental risk:fires, pests and diseases.④project construction risk:Labor shortage risk, tending management risk.⑤srisks:stealing risk, production risk. The selected indexes have sufficient representative power and can comprehensively reflect the social risk factors that have influences on Camellia oleifera Development Project of Hunan Province.(2)Evaluating the social risk of Camellia oleifera Development Project of Hunan Province.Analyzing from market risk, at present, supply and demand contradictions of the international and domestic edible oil market are still outstanding, there is a large demand for Camellia oleifera seed, it has a broad market prospects and low market risk. Analyzing from technology, the technical conditions for this project is mature, there is no technical risk. The main risks affecting the project are labor prices, decline of production, forest fires and exchange rate changes what will bring harm to loan bearers and make investment deficit. Prices at domestic market may rise due to inflation, and that will bring large risk to the project settlement. Construction of this project is necessary and feasible either in terms of production conditions, product market, scientific, technology, or in terms of economic, social and ecological benefits.(3)Some suggestions are put forward according to the evaluation results of Camellia oleifera Development Project of Hunan Province.①The measures of lowering the market risk:enhancing the engineering construction and quality management, lowering investment and operating costs;Enhancing technical service network, increasing the intensity of scientific research, promoting the competitiveness of the products. Enhancing the publicity on products, improving product visibility.②The measures of lowering the nature and the environment risk:the risk of natural and environmental has its uncertainty, such as diseases, pests, cyclone, fire disasters, ice disaster, such as natural disasters, buying commercial insurance, the risk will be transferred. Strengthening the cooperation with project counties (city) bureau of forestry, based on the local existing forest fire prevention organization, implementation of the defense forest fire prevention; A good job in forest fire prevention publicity and education to ensure that the wild life, production with fire safety; According to relevant laws and regulations to formulate detailed and responsibility to the people of forest fire prevention system, strengthen the daily garrick, timely discover and eliminate danger as far as possible.③)The measures of lowering the capital risk:taking a variety of financing channels to raise funds, ensuring project construction fund, fully in place in time, ensuring project completed on schedule and quality.④The measures of lowering the project construction risk:breeding improved seeds, in strict accordance with the design of the technical standard construction, guarantee the technology in place, management in place. Take the bidding system, choose to have aptitude and good reputation of design, construction and supervision units. Implement the project supervision, the whole process from afforestation design to completion inspection and acceptance of quality supervision, every working procedure strictly to good quality, ensure the construction quality.⑤The measures of lowering the social risk:project owners must give full consideration to the interests of the forest operators, under the premise that guarantees the interests of the operators, seeking effective management way, the land use contract or agreement, clearing responsibility, obligation and rights and interests of both sides, ensure that project smoothly. Strengthening the contact and communication at all levels of government and the project area, completing the work of forest, assisting the owner maintain woodland management; At the same time, giving some preferential policies, especially should incorporating the project loans for farmers (Lin) industry interest loans, lowering investment and operating costs, enhancing the competitive ability of the project.
