With the improvement of people’s living standards,the demand for high-quality edible oils is increasing.Camellia oleifera,as the king of vegetable oils,has always been favored by people.Developing the Camellia oleifera industry vigorously is a major strategy of China.After nearly 20 years of development,Camellia oleifera has grown tremendously from planting area to output.However,the problems in the construction and management of Camellia oleifera forest are becoming increasingly prominent.For example,blind development,no obvious benefit of investment projects,and social problems such as varying degrees of soil erosion.All these problems seriously affect the sustainable development of Camellia oleifera industry.At present,there is no scientific,normative and systematic system for the performance evaluation of Camellia oleifera investment projects,which leads to corresponding problems in Camellia oleifera development projects.In order to better promote the development of the Camellia oleifera industry,it is necessary and urgent to construct a set of scientific and reasonable performance evaluation methods for Camellia oleifera investment projects.On the basis of investigating the current developing situation of Camellia oleifera industry,this paper aims to construct a set of scientific performance evaluation index system of Camellia oleifera development projects,and select appropriate methods to evaluate the performance of Camellia oleifera development projects,so as to better guide the Camellia oleifera industry to achieve high-quality sustainable development.By using the method of literature research,the thesis combs the literature of Camellia oleifera industry and project performance evaluation to understand the development status of Camellia oleifera industry and project performance evaluation at home and abroad.Then,it analyses the commonly used performance evaluation methods systematically;collects and analyses the characteristics of Camellia oleifera development projects and the main factors affecting performance evaluation by market survey method.The performance evaluation index system of Camellia oleifera development projects was preliminarily constructed from two dimensions:efficiency and effectiveness.Delphi method,membership degree analysis,reliability analysis and validity analysis are used to establish a relatively perfect performance evaluation system of Camellia oleifera development project after multiple rounds of selection;AHP is used to determine the weight of indicators according to the nature and numerical characteristics of indicators;a performance evaluation model of whitening weight function based on mixed center points is established by using grey fixed weight clustering.Empirical analysis method is applied to test the effectiveness of the model with actual cases,and analyse the results of performance evaluation.It demonstrates that the overall performance of Shaoyang Camellia oleifera development project belongs to grey class 4,namely good,which is consistent with the actual situation.From the point of view of each index,the industrial support efficiency belongs to grey class 5,namely excellent;the ecological effect belongs to grey class 3,namely general;the project management efficiency,economic effect and social effect belong to grey class 4,namely good.They can be further ranked,in which the project management efficiency is the best,the economic effect is second but better than the social effect.The results of performance evaluation have good practical guiding significance for the development of Camellia oleifera industry in this county.The research results of this paper can provide some references for the design of the index system of Camellia oleifera development projects in the future,providing scientific methods and reference basis for the stakeholders of Camellia oleifera in evaluating the comprehensive performance of Camellia oleifera development projects;offering reference value for the relevant government departments of Camellia oleifera in evaluating the development projects of Camellia oleifera;guiding the construction of subsequent development projects of Camellia oleifera correctly,and ensuring the healthy and sustainable development of Camellia oleifera industry and better guarantee the investment benefits.
