As a kind of new and high technology industries,pharmaceutical manufacturing industry is in a critical period of industrial upgrading and structural adjustment. People which is the most important resources, plays a vital role to promote enterprise transformation. The level of its human resources which directly affects the strength of the core competitive ability in enterprise, is the key factor of promoting enterprise transformation. Therefore, how to improve the ability of human resources and enhance enterprise’s core competitiveness, is one of the important problems in the pharmaceutical manufacturing enterprises. In view of this, this paper tries to apply P-CMM after localization to human resources development in the pharmaceutical manufacturing enterprise, improving the utilization rate of human resources in enterprise and enhancing the core competitiveness of the enterprise.By analyzing the characteristics and development status of the pharmaceutical manufacturing enterprises, this paper found that our medicine manufacturing enterprises lack of effective tools of human resources evaluation and promotion. As a kind of management thought and evaluation method, is a beneficial supplement for human resource development theory. It is feasible that P-CMM will be applied to human resource development in our medicine manufacturing enterprise.Then, according to Bill Curtis’s classification criteria of P-CMM, this paper combine with the characteristics of pharmaceutical manufacturing industry and modify the process of P-CMM. Besides that, the paper puts forward the complete framework of P-CMM and specific optimization measures of the process. Finally, the paper makes Z company as an example, evaluates its human resource capability maturity by questionnaire method, and determines the maturity level of human resources. According to the actual situation of Z company, it determines the priority of improvement for the process, and puts forward the concrete improvement strategy based on P-CMM for company.
