Performance appraisal is an important activity of management and communication between enterprise employees and managers. The evaluation results can directly affect many interests of employees, include the post change, bonuses and pay adjustments. The target of Performance appraisal is to improve employee’s performance while achieving enterprise business goals and finally enterprise and its employees get the win-win situation. At present, most of the state-owned enterprises have set up a performance appraisal system, but its role in the management is not ideal.The article is to design the new performance appraisal evaluation system in order to adapt the development of the company that is beyond CNR-CK, aiming at the problems in the state-owned enterprises performance appraisal, and through the ways of comprehensive application many methods like literature, interview seminar, comparative analysis, expert scoring, theoretical research and practical investigation analysis.Around the company strategic goals, the article redesign a set of performance appraisal evaluation system that is mainly about company pasts performance evaluation on the base of analysing seriously organizational structure and employees allocation through the method of economic value added(EVA) In concrete operation. The new performance appraisal evaluation system mainly focused on five fields including setting the evaluation index of each post, simplifying the evaluation procedure, evaluating&practicing the index, confirming the evaluation result and the communication during the evaluation. Through the implementation in CNR-CK, the performance appraisal evaluation system have more accuracy, system and better operation that is adjusted and completed during the course aiming to the existing problems.On the basis, through the operating in CNR-CK, the article discovers the existing problems while state-owned enterprises implementing the performance appraisal beyond EVA and gives the specific policy proposal.
