After China adopted the household contract responsibility system, farmers have been facing a dilemma that we can across the food and clothing line in one year but we can’t live a comfortable life. In recent years, three rural issues have become increasingly prominent. It poses a serious threat to social stability and harmony. Although the CPC Central Committee and State Council have been aware of the seriousness of the problem, at the same time, they have adopted a series of policy measures. But China’s agricultural and rural economy is still stagnant. Farmers’ income is still very difficult. The urban-rural gap becomes further and further. The reason is that national implementation of the heavy industry and light agricultural policies tend to make national long-term lack of investment in agriculture. Because of that reason, the lack of agricultural production of public goods supply has become China’s agricultural and rural economy’s "bottleneck". To break through this "bottleneck", our party and the state must attach great importance to agricultural production and supply of public goods policies’developed and implemented. In the meantime, they have to provide a rational and efficient agricultural production of public goods.This article focuses on the production of public goods which plays an important role in rural economic development-oriented and it focuses on the thinking of farmers’ rights and interests protection. At the same time, it focuses on the role of public goods supply policy in rural economic development and protection of farmers’ rights and interests of rural production. This paper attempts to theoretical and empirical to systematic analysis on policy changes situation on rural production and supply of public goods. The article scientifically analyses the role of the rural production of public goods for rural economic development and increasing farmers’ income.Then, the article analyses the problems and causes of rural productive public goods supply policy from the perspective of public policy. Finally, the article analyses how to optimize the supply of public goods policies on rural production systematically.This thesis has seven parts:First,to explore the policy backgroundandsignificance of ruralproduction and supply of public goods. Second, to define and explain the theory of the rural production of public goods concept.Third, to analyses the rural production supply of public goods policy changes.Fourth, to analyses the current situation of the rural production and supply of public goods.In this part,the article analyses the Supply size and supply structure of Rural production of public goods firstly.Then,the article uses the Cobb-Douglas production function to analyse the effect on China’s rural production of public goods during the development of agricultural production.At last, the article takes Shandong farmers suicides for example to analyse the current situation of the rural production and supply of public goods.Fifth,to analyse the current problems and the reasons in China’s rural production and the supply of public goods policy.In the base of public policy, this article gets help of relevant theories and models on public policy. According to the policy formulation and implementation process,this article analyses the focal point on current major problems in rural production and supply of public goods policies.Sixth,to explore the optimization in rural production and supply of public goods policies.lt reffers how to optimize decision-making and implementation of rural production and suplly of public goods policies.Finally,the article summarizes the full text.The article reiterates the important role of rural production and supply of public goods policies for the protection of famers’ rights and interests.Finally,this thesis proposes further problems which needs us to research.
